Are most Bars, pubs and clubs open at xmas and new year.

There will be enough bars and restaurants open but you will need to book very early at restaurants for any special type of meal ie Christmas Dinner and New year's eve meals. Restaurants generally get booked up by November or earlier. Plenty of Chino restaurants about though.
Clubs might be open but that will depend on the review of restrictions which is being sorted on the 6th September. Could go either way.
