S1 Health care Not registered properly

Hi I applied for Ehic card from UK and been refused three times as they are saying social security in spain hasn't registered our S1 forms properly with the UK.  After numerous phone calls was told to get a lawyer to check this out which we did and have been told yes all registered and still UK are saying it's not registered.  Anyone else had this happen  and managed to sort it, would be grateful to know if anyone has succeeded, been going on for months now, getting fed up.

The S1 forms are for full healthcare paid for by the UK government for Expats who are applying for residency. You would submit your S1 forms to the local INSS office which would then allow you to get a SIP medical card. The S1forms are not to apply for the EHIC card.
