Hello,
Is there such a thing in Spain as a pay as u go electric meter thing, for topping up electricity rather than getting a bill every two months, if there is how much does it cost to install.

Nice idea, but there's no such thing in Spain.
The nearest to it is to take out a contract where you pay the same amount on every bill, but that's only available if you've got a smart meter.
