Callosa de Segura is a very traditional small Spanish town. It has a couple of squares and nice parks, nestled into the mountain on the west side so location within the town will determine how much afternoon sunshine you get, especially in winter. There are a few ex-pats but not many, probably more of an ex-pat community up the road in Cox. It's around 25 minutes drive down to the coast. The only way to know if it is the right place for you is to visit and spend time there. It will suit those who want to live/work in a Spanish community.

Callosa isn't near Rojales. Quesada is mainly an ex-pat urbanisation, away from the main commercial areas around the outside it is just residential and holiday homes, no other real amenities. Rojales town is more Spanish. All areas are 'safe' and if you are looking for a holiday home then worth thinking about having a keyholder who can make regular checks when the property is empty. If you PM me more details of what you are looking for and the budget I can give you more ideas of where to look to find suitable properties. I assume you are looking at using the place just for yourselves and not for renting out as well.

Have a look at nearby Almoradi, your budget will go far there. It is a typical Spanish town with ex pats of different nationalities, with a lovely town square and church where lots of cultural activities are put on, fiestas, processions etc and a well known Saturday market selling local produce along side lots of other stalls.
There are many supermarkets all in walking distance, it is a flat area so no slopes….banks, medical centre, furniture shops abound as well as numerous bars and restaurants.
There is a bus station where a morning bus goes to Alicante as well as to Torrevieja, also local taxis and a super sports centre and out door pools., and 15 minutes by car to the beach at Guardamar.
In fact, something for everyone.

You could look at Formentera de Segura and Los Palacios, small town on the opposite side of the river to Rojales and Benijofar, just inland from Guardamar de Segura. Ex-pat community and everything you need. Apartments there are very reasonable. You will need to allow for your 10% purchase tax and the conveyancing and notary costs in addition to the price of the apartment. Someone else has already mentioned Almoradi too.

Dolores itself is a lovely Spanish town. The expats are mainly located in the villas outside the town so there is a bit of a community of expats to plug into. If the apartment you are looking at is in a traditional block of apartments in town then it can be noisy, the newer blocks slightly less so, but that is the case in any town.
You really need to come on holiday to the area for a couple of weeks and visit the various towns. Have a coffee in the square, talk to locals and get a feel for the places. Only you can really decide which towns suite you. Once you have made a list of which towns you like and the ones you don't like you will be in a better position to return to look for the apartment. No point in buying a great apartment in a town you don't like.
