I  live 10 mins from the coast - surrounded by fields and plenty of local dog owners, with dogs all sizes. I've had 2 dogs since i've been here - most places are quite dog-friendly. Easily enough to sit outside a restaurant and eat with your dog under the table.

Guardamar now has 2 dog parks - the park a couple of blocks behind the Meridional hotel & now one at the top of the main park Reina Sofia - the road the runs down the side of the town hall to the beach.

Dobermans have the capability of attacking and hurting people - that's a fact. Whilst it can completely be argued that a dog is only as well behaved/trained as it's owner - there have been attacks from these type of dogs, with something unusual causing the dogs' usual behaviour to be disturbed. This is why they want to make sure the owners are ok or non-aggressive as the last thing anyone wants is a dog biting someone. Dobermans are guard dogs and as such do need special care and attention. 

I also think the comments made that 'countryside walks with dogs are a no go' due to poison is absolute nonsense - as we have walked dogs in the countryside for over 10 years, Almoradi, Rojales, Formentera, Orihuela & Guardamar are all areas we have spent years walking the dogs. The poison issue I think is more in built-up areas where people may have an issue with a neighbours dog barking/mess and have done something appalling like put out rat poison. I have never seen this happen to one animal ever, locally where we are.

If Spain really wanted to get their house in order they'd insist all dogs were neutered unless there's a valid reason for them to be intact, a legitimate and accredited breeder. It would help to reduce the stray dog problem here as well as helping to reduce the amount of aggressive dogs walked even on leads.

They should also put the spotlight on the squalid conditions dogs used for hunting in the countryside are kept in. I doubt any of these are microchipped or neutered! 

So there is some sense in having strict rules for larger dogs but it's not going to sort out Spain's problem with dogs.
