No , you need to go to  make an appointment at the foreigners office in Alicante.

This is for exchange of the old residencia and for new applications once you have obtained your NLV

Thank you for yr comment. Does yr second para mean that Torrevieja office deals only with TIEs as a replacement for the green A4 residents sheet? Please confirm that Torrevieja does not deal with TIE applications at all.

As far as I am aware Torrevieja has not been reinstated as an office to handle TIE applications.

It was only opened on a temporary basis  along with other offices in Benidorm etc when Alicante was unable to handle the volume of applications. I think they stopped accepting applications around June.

When you make your appointment online the drop down box will tell you where there are appointments available. I’m fairly certain Alicante is your only option.

Are you wanting to exchange your green residencia?

Yes, to your question. I have been resident since 2001. I have the permanent green A4 cert. I am told that I don't need to get a TIE but I would prefer a card size ID. Thanks again for your info.
