Can you get a TIE card before you move to Spain?

No. It has to be applied for in the province you are going to reside in. You need a visa to allow you to come to Spain and apply for it within 3 months of arrival.

Thanks very much I understand about the visa but wondered if we could buy a house before we move over

You don't need a TIE which is the foreigners' ID card. You need a NIE which is a foreigners' ID number and there is a difference.

You can get an NIE easily and you will need one for virtually everything. You can either come to Spain and apply for one, apply for one at the Spanish consulate or, if applying for a visa, you will be issued one automatically. NIEs are issued to all including non residents and you can open a bank account, buy a house, buy a car and so on with just the NIE.

Thank you so much I just googled it and it says when you apply for an NIE you need 

Document proving residence in the Consular area.

But I want to get a card before move there ?

Don't know what you Googled but you don't need to have a residence to get a NIE. You need the NIE before you can purchase property. You can also get it at the Spanish consulate in UK

All you need is the EX15 application form, the reason you want one (eg to buy a house, open a bank account or whatever).

Passport and copy plus a Form 790 code 12 (proof you have paid the tax - currently €9.74).

That's it. You don't need to prove you already have property in Spain and you certainly don't need to have residency. Every holiday home owner and tenant in Spain will have an NIE.
