Can I register at a doctors as a non resident?  I do own a property here and someone told me I can register as a temporary patient. I realise even if I can, this may change at the end of the year.

You can register with a private doctor (and pay).

Until recently, people have been presenting with EHIC cards, and the Spanish authorities have (for the purposes of simpler administration) been issuing temporary SIP cards - in effect, temporary access to the Spanish NHS. This was, in effect, a loophole.

From recent reports on this forum, this practice has stopped (as EHIC comes to an end on 31/12/20).

You need travel/health/repatriation insurance going forward.

Owning property here in Spain does not give you any rights whatsoever to healthcare. If you were a permanent resident in Spain you could, after a full year with private healthcare, join the Convenio especial and get full Spanish healthcare services.
