It certainly looks like it. They're fairly resilient to lack of water, but yours wouldn't have had time to establish a good root system.
I only water ours if we've an excess of aircon water after watering all the pot plants, but the water table where I live is very high, and the lemons gave been in long enough for the roots to reach a long way down.
If yours was my tree, I'd start again. If it's going to be unattended for long periods, consider setting up an irrigation drip system.
Thankyou, I was given it as an established bush and have not uprooted it at all, do they really need constant water as I’ve observed a neighbouring tree is left unattended and that does fine, but that is deep routed. Mine was fine until this period of no water. Oh well, if it’s dead it didn’t cost anything.....but my missus loved it and could t wait for the lemons.
Saying that, there is a very large and healthy green shoot ( almost li,e it’s own bush) growing out from the bottom of it)

They certainly don't need constant watering.
The green shoot means there's still some life in the roots, so it may recover. The problem is if the tree is on a different rootstock, in which case the shoot may just be an unwanted sucker from whatever the rootstock is - probably another citrus, but possibly one you wouldn't want. You can tell if it's on a rootstock by the existence of a knobbly bit of the main trunk just above soil level. The suckers that grow on my lemons have a different shaped leaf, the leaves are pale bright green, and they invariably have thorns.

Our lemon tree is a miniture that we've had for almost 13 years. It was planted in memory of our granddaughter who passed away very young.
Have noticed the leaves curling and there are tiny spider web type structures on the under side of the curl. Which the ants seem to be really flocking to.
I have used a mild washing up liquid to remove the *spider webs* before. Is this the best method? Or are the ants doing all the work for me?
