I'm with Hits, on their PAYG service. I got a SIM card to put in my phone from them. I just need to keep it active by topping it up with €5 every months. It's great for what I need it for, which is very little to be honest, but it's useful having a Spanish mobile number and I'd highly recommend them.

I,m with "hits mobile" too, 10yrs+ and highly recommend as a cheap spanish number provider for times I need a spanish number. You dont have to keep topping up to keep your number(as Gerard stated), if you ring customer services (good english speakers available) make an arrangement for 2€year ,that keeps your number without top ups, also you can ask for an auto top up(by direct debit) for when your balance drops below 5€. These arrangements take all the hastle out of having a payg mobile you hardly use. Their website Ange is in english, app also and you can top up by card in app too, so no need to find top up supplier and you can order a sim to be sent out from them to your spanish address to save hunting down local stockist. I use a dual sim phone, saves carrying 2 phones too.

most of the networks currently have no plans to change. Although there is no gurantee that they won't, I expect it would be a poor commercial decision as they would then lose out to competitor networks - unless they all got together which would be probably be ilegal. 

I reckon we will still get deals with roaming included as it is a desirable option for many and they know that.
