Tax liability

We bought our house in Oct 2015. We've now received a bill from SUMA for additional IBI tax pertaining to 2013 to 2015. I went into the SUMA office and they explained that the cadastral value had been increased retrospectively and I was liable even although I did not own the house during that time. Doesn't sound right to me but anyone got any experience or knowledge about this. TIA.

Debts on houses go with the house, I'm afraid. Unless you can get your solicitor to contact the previous owner's solicitors to get it back. Same with utilities and community fees. 

How much are we talking here? Would it be worth getting your solicitor (who would charge) to get involved?

Thanks and I understand that. That's why I got my solicitor to check there was no outstanding debts at the time of purchase....which there wasn't. But it this case a debt has been created post facto by the Council applying a backdated increase. The bill is nearly 900euros.

Wow! That's a big difference. About the same as my IBI for the full three years let alone an increase. 

Maybe check if your solicitor had held any money back but would seem a slim chance if it's from 10 years ago.

As far as learn from the information supplied, I esteem that those claimss benefit from prescriptions. To get the full idea I'd need to know all the paperwork.

I had the same thing but had full knowledge of the possibility of needing to pay from the solicitor when I bought the house. The solicitor negotiated a sum to be retained by me to pay it when it arrived.

Would this be an increase in the "valor Catastral" during that period? If so then I'm afraid that you, as the purchaser, would now be liable.

Your solicitor should have checked this prior to your purchase.

Yes the cadastral value was increased retrospectively for these years prior to my ownership. That is my point. The  solicitor could only check liabilities at the time of purchase and they did. They could not be expected to anticipate a back dated increase applied by town hall several years after the purchase date. That's why it seems unreasonable.

...fter the purchase date. That's why it seems unreasonable.

As I mentioned my solicitor told me of an issue and I asked him to resolve it which he did by my retaining an amount to cover it, exactly the same as you I had to pay the extra outstanding on the Cadastral Value for at least the year before we bought the house.
