If you are from the UK the only way to do this at the moment is to take a theory and practical test here in Spain.
There will probably be an announcement towards the end of February as the UK government are hoping to get agreement to exchange them with just a quick medical, sight check, hearing check and reactions, all a doddle for the vast majority who did this pre-Brexit.
Your UK licence will only be valid for 6 months after getting your TIE.
