San Jose (fathers day) is on Sunday this year, so will Monday the 20th March be a red letter day?

No, unfortunately (for workers) in Comunidad Valenciana, when a Red Day falls on a Sunday, there is no day off in lieu.

20th March, St. Joseph's Day, is only a holiday day in Madrid, Murcia and Navarra. The next holiday day in the Comunidad de Valencia is the 7th April (Good Friday).
