Local Builder extortion 10% fee to other builders

I have a property on a urbanisation that villas are owned privately, there are no residential restrictions other than government laws. I am looking to have some building work done however a local builder who is not very reputable is saying that anyone who works on property on this urbanisation has to pay him 10% . This builder has not been given any privilege to do this by our administration. Can he enforce this or is he just a bully and chancing his arm?

Anyone can say anything.

Ask him for documentary evidence of his claim. If he can't produce it then proceed as you will. If he does produce some form of contract or suchlike then you will have to satisfy yourself as to it's validity.

Don't take his word at face value.
