Prescriptions?

My wife & i are both pensioners ages 73 &77 my wife,s persciptions are free i have to pay is there a reason why
Prescriptions should be free for pensioners but is dependant on the income that they receive, above a set figure a percentage is due to be paid.

10% is the state figure for pensioners' prescriptions, although the present government said last June that they intended to make them free nationally.
Valencia however introduced a law a few years ago allowing free prescriptions for pensioners with income under €18,000.
