Help with a mobiles function

My Father is 89 and currently has a Huawèi mobile phone. He does not have broadband just a dongle for the rare occasions he uses the internet. We recently tried zoom to 'see' how he was and it cost him €45 for about 5 mins!!
We were thinking of whatsapp but trying to get him to download it onto his phone and then set him up is impossible!
Does anyone e kmow if there is there anyone who could get this up and running for him and enable us to video call him ?
