Buying a small apartment near Plaza de la Constitution

Hi.
We have followed the property market in Torrevieja about three years and noticed one thing: if you want to buy a small apartment (one bedroom only) from the area starting from Plaza de la Constitution and endin to the harbour = pedestrian zone, there is nothing to buy.
We haven't seen any adverts at all only few big apartments for sale. Is it really so, that there are not small apartments in that area or maybe owners don't want to sell those at all?
