roof terrace info

Hello there, can anyone advise as to whether it is possible to use part of my roof terrace for storage. What I would like to do is roof above the existing 3 walls with the same tiles already apparent on the building. Which would form a sort of lean to roof and infill the open front area with either UPVC window and door or aluminium. Do I need planning permission? is this classed as small works or big? Where do I get the permission? Do I see the presidente who overlooks building maintenance etc. of my building. Approx area 3 x 3 metres but I know its slightly less. Also does anyone know of a company who will do this type of work.
