We have been renting legally for 11 years in Playa Flamenca.
Yes, you do need a licence. There are still quite a few unregistered properties and those who don't pay their taxes but when they catch up with people the fines are pretty hefty, so best to do it legally. There is a lot of info here https://www.spain-holiday.com/rentalbuzz/holiday-rental-licences-in-the-valencian-community with a link to the application form. You need to meet certain standards depending on which level you want.
You will also need to pay tax quarterly on your rental income so you will need to arrange that with your solicitor or financial rep. There are a few deductable expenses allowed and the tax is 19%. Most on-line sites now ask for your registration number when you set up with them.
Also once you have got your licence sorted you will need to register with your local Guardia Civil and get a password to access their site where you enter the renters details once they have arrived.
I recommend that you use a proper contract too. You can download sample contracts from some of the rental sites.

When we did it there was no cost. The form, not surprisingly, is in Spanish so you may want to pay someone to help you with it however it is pretty straightforward. You have to do two sets. Easiest to send it all by post but you need to get the Correos to stamp the form before it is posted (details I think in the link). Only took a few weeks when we did it but takes longer now as they have a lot more to do and they should do an inspection (they call it a survey which is a bit of poetic licence!) which you do pay for but the fee probably varies depending on who does the inspection. Basically you have to do it or you will a) find some advertising sites will refuse to list your property and b) be fined when they catch up with you!
