Winter Fuel Allowance

My brother (77) based in Bournemouth is entitled to a £500 winter fuel allowance. I am 67. Does anyone know if a retired OAP is entitled to a Spanish winter fuel allowance?
No such thing as a "Spanish Winter Fuel Allowance" and you cannot get the UK fuel allowance in Spain.
There is a special Social Bonus for those with low incomes. This is for residents who have less than 1.5 times the IPREM (IPREM is currently 600 euro a month so income of less than 900 euro a month). Extra earnings are allowed for children or disabled. If you meet these criteria you can claim a discount up to 65% of your fuel bills.

To my knowledge there is no equivalent payment made by the Spanish authorities.
