You need to make an appointment at INSS, they don’t accept walk ins.

However it’s easier to ask a gestor to do this for you, as they seem to have the magic touch in obtaining appointments.

It can be also be done on line, but from comments on here it seems to be a slightly slower process.

INSS Offices require a previous appointment, maybe this was what they were trying to tell you.

If your Spanish is ok you could make the appointment yourself and attend yourself or use a Gestor office to do it for you.

My Spanish wasn't great when I moved over so I used a Gestor, charged me €45 (2016). They usually wait until they have other business at INSS and do your paperwork while they're there. I felt it was money well spent at the time.

Sorry GrahamLynn I posted my reply before I realised you had already answered the question.
