Surely if pre-existing conditions are excluded then the policy does not qualify as FULL insurance as defined by the rules? 

Insurers might sell you a plan which they claim does comply with but as the saying goes "they would wouldn't they".

The plan we took had the exclusion of pre-existing conditions but was what we needed for our Residencia application as we paid for the full year at the start of the plan. This has to be done as previously sharp operators took Plans on on monthly instalments, paid one month, got their Residencia and then cancelled the Plan. The few ruining it for the many again.

can i ask so what do you do about your high blood pressure how can you get your meds if they wont cover you ?

Any medication can be bought over the counter at a Farmacia, some are cheaper than prescription charges in England, some more expensive.

The situation on such things could change Post Brexit so any advice given now can only be of limited use.
