Certainly, the law was passed and it made great headlines at the time for the newly elected PSOE government. It was adopted very quickly in the autonomous region of Andalucia. However, as far as I'm aware, Valencia has still not rolled out these changes. The INSS and some autonomous regions have track record for ignoring Spanish state law, so I'm not surprised that I can't find anyone on this forum (or anywhere else for that matter), who has succesfully achieved this.
Assuming we achieve a bilateral, reciprocal agreement with Spain post-Brexit, I will follow this up again - but probably no point me doing so until I've attained the 5-years "settled status" (permanent residency) here.
