Hello before you employ the services of an architect check with the town hall planning department that you can do this legally. There are many illegal upstairs rooms on bungalows and the council is stamping down on them in Torrevieja. Fines and demolished in some cases xx

I know it's a bit late but, I loved that reply and wanted to congratulate the person that made it.  I was a municipal architect here in Valencia for three years and that's exactly what you should do. All the town planning for all municipalities is online, access through your town hall website. All the construction parameters are there, all you have to do is find your area and then look up the parameters, max height, construction density... it's all there and it's free. 

If you submit an enquiry to the municipal technicians the most likely answer will be referencing the parameters in your zone. You can just skip the wait and look them up yourself.
