Can't help about a company, but no matter what they say, you DO need permission. I wouldn't even think about starting without, as it will cost you in the end.

Excellent advice from Kenneth and, just to add, if you live in a "Community of Owners", you need permission from the community and also from the Town Hall.

And to add to Kenneth and Kim, you will also need to have the deeds updated afterwards and your IBI will increase (Suma).
