Need electrician

Hi electrics keep cutting out. Not sure if its a earth leak or just need electric upgrade. Need reliable electrician please.

You could narrow it down a bit.
If it's an earth leak, then the ELCB will trip. If it doesn't, then it's not an earth leak.
If it's a fault on an individual circuit, then just the breaker for that circuit should be tripping.
If you haven't got a smart meter, and the ICP switch is tripping, then you are drawing far too much power.
If you have got a smart meter, and it's that which cuts off, without any of the circuit breakers on the internal distribution board tripping, then you're drawing too much power.
