DOES ANYONE KNOW WHEN THE PADRON SHOULD BE RENEWED? DOES IT HAVE AN EXPIRY DATE?

It is definitely every five years. If your local council does it's job properly, you should receive a request from them to renew it when the five years is up.

However, if you need a padron for something like a car purchase or other transaction, then whoever you're dealing with will probably require you to produce a padron which is less than three months old, in which case you need to go to your town hall and get a copy of the padron.
