Just a short question. Is the SUMA Gestio payable per person, or per household annually?

Depends on which "gestio" you mean . (probably gestion or cost of services).  Council tax (IBI) is paid per household annually in about October time. 

Non resident imputed income tax is payable per person (worked out by house but split between owners) but is not paid to SUMA as it is a regional tax and not a municipal tax.

Basura (rubbish collection) paid about April time (ish) is per household and in our area once a year but some councils split it into two payments per year in April and October. 

All these are gestiones as is no parking space (vado permanente fees),  Rural building fees etc.

SUMA is the agency within Alicante Province that collects your IBI (similar to rates in the UK) by early October each year and your annual car tax by early June on behalf of your local town hall.
