In all the almost 16 years that I have lived here I have never heard anything about Spain having a census.

So how does Spain decide if it has the right infrastructure in place for schools, hospitals, health centres etc? Seems rather odd but does explain a lot about Spain.

Hi, No true national census exists for Spain. The Catastro was taken for tax purposes between the years 1749 to 1756. (which may be a "little out of date")
They use information from: https://www.ine.es/en/prensa/censos_prensa_en.htm
which ["does explain a lot about Spain"].

Perhaps the Padron is their tool. It is used to know how much is sent by central government to every municipality so possibly the totals from all those places is added together in order to get the national totals. However, the Spanish don’t use logic so my surmise may be totally wrong.

I totally agree. I suspect the Padron too. Apparently that tells the town halls how many people live in the town and what 'infrastructure' they need. Too many autonomous communities for any information to be centralised. That's why all communities work differently. In fact not only communities, but all towns work to their own agenda.
