Renewing British driving license

I have a paper driving license I need to change to a photographic one .Can anybody suggest where I could do that here.Thanks
The DVLA driving licence application form includes a question "Have you lived in another EC or EEA country in the last 12 months".
So you will have to make a false declaration if you want to get a UK photocard licence.
