Can you change car headlights in spain to led

Can you change headlights bulbs from ordinary to Lee bulbs in spain.I been told no by chap i buy car spares from he said I am altering the vehicle
The law was changed just over a year ago and the Ministry modified the rules to state that halogen bulbs could be replaced with LED bulbs without the need for approval.
So, yes, you can.

Change bulbs from ordinary to l.e.d bulbs
Ordinary is halogen.
Curious why you would want or need to?

L.e.d bulbs are lot brighter than halogen bulbs.
True but halogens are not exactly dim!

For anything to do with driving in Spain have a look at the N332 website. It is for English speaking people and is run in conjunction with officers of the Guardia Civil. On the website there is an English version of the Spanish equivalent of the Highway Code on it.
