Where can i renew and recieve my new permanent nie card in albir or alfas de pi?

I am thinking to rent a room or apartment in albir or alfas de pi next month.I am moving in from nearby town benidorm.If i get a certificate of empadronamiento from townhall will i be able to renew and receive my new parmanent tie card from over there as i do not wanna go back to benidorm again.Is there a police office to submit my fingerprint in this town,i do not wanna go back to do it again in benidorm for some reasons.Let me know please thank you.
