You should only need PVA sealer if you're taking any parts of the balustrades down to the bare concrete.

Spanish PVA is Cola Blanca Liquida, or Cola Blanca Madera.

You're best using a gloss acrylic specified for use on balustrades, like:

Brugueracrilic esmalte al agua blanco brillo

or

Montoacrilic esmalte al agua blanco brillo

Plenty of others to choose from, but because it's a swine of a job to do, I'd tend to buy dearer than cheaper. If in doubt, slosh the cans around - if it sounds too liquid, it will be too thin to cover in one coat.

I done this at the beginning of the year used a gloss roller for most of it  and a brush to get to the hard bits you will do it in jig time like jim says the thicker the paint the better they do one in leroy merlin for balustrades but it's a bit pricey  I scrapped any loose paint of with a paper scraper works a treat

Hope this helps
