Hi Joyce,
There are two types, both issued by the Town Hall where the property is located. The "Certificate of First Habitation" is issued to a builder/developer when a new property is connected to mains services. There have been historic problems where builders wouldn't apply for them, so if you're buying a new-build, make sure it's included in the sales contract.
The certificate lasts 10 years and should be renewed, but in practice they aren't usually renewed until a property is sold, when the buyer's lawyer will insist on it. If you're buying a second-hand property, it's the vendor's responsibility to get it; if you're selling and need one, apply to your Town Hall.

Thank you that is very helpful we are giftting the property to a son but he still needs energy and habitation certificates.
