New rental rules

We are looking to buy an apartment in El Campello as an investment to rent for an income in our early retirement.
We have heard that next year a new law is coming into place. Rental of apartments above the second floor will not be allowed and will not be given a rental licence.
Has anyone else heard this. We have spoken to some estate agents but all have different answers to this. Some havent heard at all, some said not in El Campello as its a tourist area.
Any advice on this would be good as that would help us in deciding on a suitable property.
