What are the current driving restrictions?  Would I be able to drive to Santander to catch ferry to the UK?

When ?

The ferries aren't running for passengers.

They might resume on 15th May.

I went on the Brittany ferries booking website it states 20th May crossing. What about getting there by road is that permitted yet?

If UK is your place of residence then you should have no real problems making the journey. 

If you're resident here then I wouldn't bank on getting 50km up the AP-7 before being stopped and turned back - and very probably fined too.
