Hi Alison2, I thought it looked fungal and took a picture with my picture this app (plant id app). the app identified it as Heterobasidiomycetes, and family of fungi also known as jelly fungi (Hyaloriaceae). It lives on and off of dead tree bark and leaves. Maybe this will help you find out what to do, but I think generally fungi are difficult to get rid of as they naturally break down dead material.
