Anything before the meter would normally be the water companies responsibility, after it yours.

So presumably it’s not being registered as water usage as it’s not going through your meter, so it’ has not been detected on your bill. I guess though, it could be affecting your water pressure.
We’re all under the assumption that from the meter to your property is your responsibility, even if the meters are halfway down the street. Out of interest though, how far away is the valve from the meter?
What have your insurers advised? They should be talking to the water supply company on your behalf.

Thanks for the response
The pipe valve and meter in question where the leak is all within 1/2 meter. I have turned off the utility valve now no leak. They did send someone to repair I believe the were intending charging me for the repair.
As I have my own storage tank I am in no rush. Will most lightly fix leak myself

If there is a leak, the more important for you it's to see your monthly water bill. If there is no changes in your facture, just write to your provider saying there is a leaks.

Can you add a narrow to show the direction taken by the water ? I can't understand for now what is outside your house and inside.

...tupid thing is such a short piece of pipe can be replaced in half an hour so nor exactly a big job for them!
Ok, it is needed to call the company and they should repare the pipe.
