Hello. I think all children should be left as long as possible in a safe child's "world" where dreams may live as long as possible before entering all the stress and bollocks of the world today with mostly a self centered society. Forget the Mermaid tail as it may unsupervised end in tragedy. You are in effect strapping a child's legs together, if in difficulty one may not be able in water to walk to safety.
