What can be done about neighbours barking dog?

Our villa is behind and above a villa owned by a local family. Over the last 3 years they have had one dog after another. They leave the dog in an outside enclosure for hours and days at a time. The latest dog ( a puppy) is barking on and off all day and evening making it very difficult to be outside on the terrace and in the garden.
I have tried to speak to them about it but they do not appear to be concerned. As we rent the villa out, we are very worried that it is going to annoy our paying guests and effect our bookings, it is also very annoying for us when we are here.
Can anyone offer any advice?
