DGT re-opening once phase 2 starts

The title says it all really, and I haven't yet got the full facts, but it seems that once phase 2 starts, then it will be possible to go to DGT - with an appointment - to carry out any necessary face-to-face procedures, like transferring to a Spanish license, transferring car ownership, etc.
With that being the case, then I'd expect the medical test centres to also open in phase 2, if they aren't yet open.
