Pool licence

Hi , I have paid a deposit on a house in Los dolses with a private pool, however the people selling did not get the proper certification when complete and we now have to wait for the town hall to send an engineer, our deposit was paid last June and still no further on, I have now been told of cases taking up to 22 x months , has anyone experienced this ? Life’s too short to wait another 14 x months
