Can anyone recommend: Electrician

I am trying to get fibre optic internet installed but I was told by the engineers that the tube that runs under the house is blocked! Can anyone help to diagnose the problem. I have been told that if I can get a 'pull through' put in the engineer can install the internet cable.(the engineer said that electricians have more sophisticated equipment to sort the problem).
