Where can one use the vouchers given out by the council.

Most shops/businesses will have a small poster in the window to indicate that the voucher can be spent there.
If you go on the Facebook page of the Ayuntamiento de Pilar Horadada there is a list which indicates which places will accept the voucher. I would have tried to copy it for you but it is 6 pages long !
