Hi 

Ourcommunity charge is 215 euro every six months and if you pay late they charge you an extra 100 euros.

Is this legal?

The answer to this and many other questions regarding the community is in the by-laws which you should have read. The charge of late fees must have been approved unanimously by any assembly.

Not many people go to our meetings as most work. Personally I'm disabled and do not drive so I'm stuck too.

Where would I find the by-laws?

Email your community president and administrator, they should send you a copy of the rules and minutes from any previous meetings

If charging interest has been voted on and agreed at a previous AGM, then it will be applied. The community meetings are important as any changes to the rules are decided on then. People who can’t attend should give their proxy vote to another owner, or express in writing to the administrators your feelings. Each member is sent a meeting agenda which has to include any new proposals of changes to the rules, so you need to vote one way or the other. Also, if you want to raise an issue contact the admin before the agenda is distributed to the owners, so that it can be included in the meeting. The president and administrator are acting on the homeowners behalf and therefore need everybody’s input.
