I have 4 dining chair's that need to be recovered. They are currently white leather effect but are all starting to crack. They really haven't been used so it's definitely just replacing the cover as I'm sure the foam/padding has seen very little wear. Can I get this done cheaply or just buy some new chair's?

We are Residents with SIP cards. Planning on a few trips to the rest of Europe. Will we need to take out Medical insurance if we stay within the EU. Do the other EU countries have a reciprocal arrangement for Health care with Spain.
