I have 4 dining chair's that need to be recovered. They are currently white leather effect but are all starting to crack. They really haven't been used so it's definitely just replacing the cover as I'm sure the foam/padding has seen very little wear. Can I get this done cheaply or just buy some new chair's?

Have you thought about removable covers? There are plenty of options of Amazon, depending on the design of your chairs - here are some examples:
