Spanish driving license. Like many I am waiting for the Spanish gov to set up an on line portal so I can apply for a Spanish license.

The last I heard was that the Spanish government planned to set up a department to which one may apply for a straight swap driving license, UK/Spain.
They said it would be in a few weeks time about a month ago.
They said that once the department was active then application may be made and that proof of application would give legal cover to drive pending the completion of the process.
Has anyone seen anything further on this subject?
