A neighbor told me recently that parking is not allowed on our streets I.e. if you have a drive you must park on it not the road. He said it says on your escatura that the road is for access to your home only and is not for parking on?

A neighbor can tell whatever he feels like. Binding is the ruling of the "owner" of the driveway, usually the council. Unless the whole area is a condominium, your escritura cannot limit the use of public driveways. Are any visible roadsigns limitin traffic?
