Change of ownership of vehicle charges..scam alert.

Havng witnessed three occasions recently, where buyers of a Spanish car have been hit with vastly inflated 'fees' by the vendor, please take note:
Trafico charges are 54+/- euros to change the ownership details. The SELLER has to notify Trafico of the sale, and pay a fee of approx. 8:49 euros, WITHIN 7 DAYS.. The PURCHASER must pay HACIENDA (SPANISH TAXMAN), 4% OF THE TRANSACTION PRICE, OR BLUE BOOK VALUE OF THE VEHICLE, WHICHEVER IS THE HIGHEST, BEFORE GOING TO TRAFICO, within 10 days of purchase.
An affiliated gestor, or vendor, will present you with a temporary permiso de circulation, so you can insure, and use the car until the new papers arrive. If you aren't given this at the time of purchase completion, then the seller or gestor are NOT AFFILIATED TO TRAFICO, and you will have to wait up to 4-6 weeks before you become the legal, registered owner of the vehicle.....and they will charge YOU a LOT MORE than if you do it yourself.
